Jaipur – In a significant administrative overhaul, the Rajasthan Government has decided to appoint Sub-Divisional Magistrates (SDMs) as administrators in Panchayat Samitis instead of the outgoing Pradhans. Similarly, District Collectors will serve as administrators in District Councils replacing District Chiefs. This historic order will take effect from December 11, 2025.
Different Approach for Different Tiers
The government has adopted a differentiated approach across rural governance institutions:
Village Panchayats (Gram Panchayat): Outgoing Sarpanchs are being retained as administrators after their tenure expires
Panchayat Samitis: SDMs will now be appointed as administrators instead of Pradhans
District Councils: District Collectors will serve as administrators instead of District Chiefs
This marks a significant departure from the existing practice, as stated in the official orders issued by the Department of Rural Development and Panchayati Raj.
222 Panchayat Samitis to Be Affected
Approximately 222 Panchayat Samitis across 21 districts in Rajasthan will have their tenures ending this month. These affected districts include:
Udaipur
Tonk
Sikar
Rajsamand
And 17 other districts
According to the government notification, all SDMs in the respective districts where these Panchayat Samitis are located will be appointed as administrators. However, the specific assignment of which SDM will serve in which Panchayat Samiti has been left to the discretion of the concerned District Collector.
Administrative Rationale
This decision represents a significant shift in rural governance strategy:
Professional Administration: SDMs, being trained administrative officers, will bring greater efficiency and professionalism to Panchayat Samiti operations
Administrative Continuity: Ensures smooth governance during transitional periods
Centralized Control: Strengthens state oversight of rural institutions
Uniform Implementation: Guarantees consistent application of government policies and development schemes across all Panchayat Samitis
Recent Administrative Changes
This move follows a similar pattern adopted by the government for urban local bodies. In the previous month, the government appointed Divisional Commissioners as administrators in the three municipal corporations of:
Jaipur
Jodhpur
Kota
This reinforces the government's strategy of deploying senior administrative officials at critical governance junctures.
Key Dates and Implementation
Effective Date: December 11, 2025
Scope: All 222 Panchayat Samitis with expiring tenures
Geographic Coverage: 21 districts across Rajasthan
Duration: Until the elected representatives of new Panchayat Samitis are sworn in and hold their first meeting
Assigning Authority
While the state government has issued the directive for SDM appointments across all qualifying Panchayat Samitis, the practical assignment of specific SDMs to specific Panchayat Samitis remains under the authority of District Collectors. This decentralized approach allows for better administrative flexibility and consideration of local conditions.
